Miller names Steven Rance as head of reinsurance strategy & innovation

Independent specialist re/insurance broker Miller has expanded its reinsurance practice with the appointments of Steven Rance (pictured above) as head of reinsurance strategy and innovation and Charlotte Lowe as an account handler. The new hires are part of Miller’s continued efforts to strengthen its market presence across key sectors.

Rance, who joins from Price Forbes Re, brings over 35 years of global financial services experience, including six years as a managing partner at Gallagher Re, where he led the global mortgage risk reinsurance division.

His expertise includes credit-risk services such as portfolio structuring, insurance, and regulatory capital relief. Rance has worked with a wide range of clients, including banks, lenders, housebuilders, and governments across the US, Europe, Asia, Africa, and South America.

In 2012, Rance developed the UK’s first government-backed mortgage insurance scheme, NewBuy, which involved over 80% of the UK’s mortgage lenders and more than 100 housebuilders. He later introduced Deposit Unlock, another nationwide mortgage insurance program covering over 90 housebuilders in the UK.

In his new role, Rance will report to Shaun Sinniah, head of reinsurance and capital at Miller. He will work with the global team to shape the strategy of Miller’s growing reinsurance practice and support its expansion efforts.

Lowe, who also joins from Price Forbes Re, brings valuable experience in working with housebuilders and captives. She previously held roles at Gallagher Re, and her expertise further bolsters Miller’s capabilities in the reinsurance sector.

These appointments follow Miller’s recent hire of Andrew Gordon to its marine insurance team earlier this month. Gordon, who brings over 40 years of experience in marine insurance, was previously Managing Director at Seascope Insurance Services.

His addition is expected to enhance Miller’s capabilities in the marine sector, which has been a key focus area for the firm.

Rance’s appointment also marks the latest in a series of senior hires for Miller across London, Bermuda, and the Asia-Pacific region. The firm has been steadily building out its reinsurance operations, including the expansion of a dedicated APAC treaty reinsurance team.

Shaun Sinniah, head of reinsurance and capital at Miller, said Rance and Lowe will help drive the company’s reinsurance growth strategy.
