Whole life insurance for non-usa resident-currently in USA.

Note: This question of mine regarding insurance also goes with question on estate tax. So if this is not the correct place to put this question, I do apologize.

Hi, I am currently in us, and have been here for the past many years, and will be here for few more years. I have built a moderate amount of savings in both 401k and investment account. The reason I am looking into whole life insurance is to look for a policy which is trustworthy which does cash payout in the end, without any issues even if I have left the USA, and living/dead in another country. Another reason for whole life insurance is that the cash payout in the end(in case of death) can provide for the us federal estate tax (~40% for non USA resident) on my assets(401k+investment account) in the USA. I plan to let my 401k and investment account grow here even if I leave USA, and use the cash out from insurance(in event of death) to pay the estate tax.

Any body has any experience on this? Or any inputs/suggestions. I just want to leave my savings as inheritance to my kids without Uncle Sam taking away 40%, just coz I will not be a USA resident in future.
