How/Where to Sell Leads

This might be a strange question but here goes:

I own a number of domain names. Some of them are specific to insurance/finance. In order to market them better, I'd like to "stage" them for lack of a better term. Similar to how someone selling a home would have furniture in it to make it look appealing to buyers.

My thought is I could set up a simple site to generate insurance leads (basic form to fill out, info etc.). The problem is that I don't want to simply collect information because that would get the site/domain a bad reputation and lower its value. I'm not an insurance agent (anymore) so I don't have any use for the information beyond using it to build the value of the site/domain.

Is there somewhere I can unload the information I collect? Are there any lead companies that would buy the leads I generate from me? Maybe someone I could affiliate with and use a widget or something instead of building from scratch?

Would I be better off finding an agent to partner with and just selling them the leads?
