Massachusetts Appoints New DOI Commissioner: Michael Caljouw

Yesterday, Governor Maura Healey appointed Michael T. Caljouw as the new Commissioner of the Massachusetts Division of Insurance (DOI). Starting November 4, 2024, Caljouw will bring over 30 years of experience in insurance law, policy, and regulatory affairs to lead one of the country’s largest insurance markets.

Public and Private Sector Experience

Caljouw has worked in both the public and private sectors, most recently as Vice President for State and Federal Government and Regulatory Affairs at Blue Cross Blue Shield of Massachusetts. His previous roles include Deputy Director, Chief of Staff, and General Counsel at the DOI. Caljouw has also been involved in crafting laws on HMO insolvency and cost containment measures and has overseen insurance rate decisions, mergers, and acquisitions during his public and private career.

Vision for the DOI: Stability and Affordability

Governor Healey emphasized that Caljouw’s experience will help ensure fairness, stability, and accessibility in Massachusetts’ insurance markets. Caljouw stated that his goal for DOI under his administration is to ensure “stable, affordable, and transparent insurance markets and safeguarding consumer interests in Massachusetts.” As Commissioner, he will oversee a $70 billion industry with more than 1,400 licensed insurance companies and 200,000 individual producers, focusing on the general stability and fiscal health of the state’s insurance market.
