Was misquoted for maternity benefits now I owe 15k

To make a very long story short; I am on my stepdads insurance, who told me they cover maternity at the beginning of my pregnancy. (BCBS) I spoke on the phone with them to confirm. Now they are denying my claims saying they don't cover maternity. I see where it says this in my handbook, but I was told over the phone that everything would be covered. I requested a review multiple times and that the call be reviewed for a misquote and still- nothing. They say I was never misquoted and they will not pay. What can I even do in this situation? I have debt collectors coming after me. Is there any legal action I can take?

edit: When I called and mentioned that I was misquoted they said they would fully cover me if it was proven by the phone call that they were supposed to review. Which they very obviously misquoted me in, telling me I would be fully covered and dependent pregnancies are covered.
