VT Medicaid income requirement

My girlfriend (21) has been on medicaid through her family in Vermont for a long time and recently lost it for some reason that could be because she needed to reapply when she turned 21 although no reason or letter of dropping coverage was ever supplied to her. She sent in an application with her info (household of one, no income) she isn’t working because she suffers from severe anxiety and as such has no official income currently. Apparently there were multiple applications that had been sent in (it took a while cause the website was down for a couple weeks and she doesn’t have a working phone) and when we eventually called they said there was one that was denied and one that was received but had never been processed. The one that was denied said it was due to income requirements but nothing more specific than that. Does medicaid not consider people who have zero income elegible? What other options does she have considering she isn’t currently able to get a job with a healthcare plan or pay for one herself outright? Please help thanks
