[URGENT] My sister (international student) has recieved some pretty huge hospital bills and doesn’t have the money to pay them

Hello. My sister is an international student currently pursuing her Masters at ASU, Arizona USA. She had a lot of health issues since September 2022 and has an insurance with United via ASU which is a
student plan. She had heart issues and was admitted 3 times due to chest pain, The doctors could not detect what it was and they kept giving her steroids. What happened as a consequence is a lot of bill accumulated and insurance paid some of if but around 8000$ is shown as an ineligible amount which means it apparently out of network even though the hospital was within the network of my insurance.

She's an international student and has taken a huge loan to pay off her tuition fees and so doesn't have much money to pay and neither can our family pay. Yesterday at night she received a mail from some Third party debt collector saying she owes them 1300$ for an ambulance service. Context- one day while clubbing (night out) her blood pressure dropped off and she fell unconscious. Someone in the crowd called 911 I think but it was neither her nor her friends. Her friends requested them not to take her to the hospital but they kept denying it. Now they have put a 1300$ charge for an ambulance which she never requested.

Is there anyway or any organization which can help or is there any way that she can reduce the charge as she really don’t have the money and since yesterday she's extremely tensed what to do. Being an international student she doesn’t know where to seek help and she don’t have any relative or anyone who can advice her on this.

Btw if she told her insurance that she doesn't have the money to pay, what would be the consequences? Will they deport her? Somebody in a different subreddit said the No Surprises Act can help, but for that who does she have to contact for help? Please provide any advices that you can think of, and it would be helpful if you gave a detailed explanation on how to proceed
