Unsure if temp agency employer’s MEC plan meets minimum value test. SBC not provided. (Screenshot of plan included.)

My wife works for a temp agency and, aside from indemnity plans, they offer a MEC plan that's $243/mo. The problem is, I don't know if it meets the ACA's minimum value test. If it doesn't, I'd rather get the premium tax subsidies and get a plan from the ACA marketplace.

From Googling, it appears that whether an employer plan passes the minimum value test (e.g., 60+ percent coverage, etc.) would be stated in the SBC (summary of benefits and coverage) they're required to provide. But they did not provide that. The only information I've been provided whatsoever is a short pamphlet. Here's a screenshot. I asked them about this and they didn't seem to even understand what I was asking, and just referred me to the pamphlet.

I'm not even sure if this is health insurance. Like, there's no mention of out-of-pocket maximums, no mention of deductibles, and the dollar amounts seems to be what they pay? What? Isn't it supposed to list my co-pays?

I'm a recent immigrant from Canada so I'm used to just swiping a government health card and being done with it. Maybe I'm asking an incredibly stupid question here, but I just really don't want to sign up for an ACA marketplace plan and find out after a year that I wasn't actually eligible for the premium tax credits because this MEC plan was considered adequate employer coverage or something.
