Travel insurance as Medicaid supplement while out of state?

Kind of a niche question. I’m going on my state’s Medicaid (MA, so MassHealth) for 2.5 months between late August-October, since I will be unemployed during that time and have $0 income (in between jobs after graduating). During that time I’m spending a couple of weeks on the west coast. I understand that MassHealth (and probably most state Medicaids) only guarantee coverage in state, and everything out of state is at their discretion. I’m obviously not planning on using any coverage when I’m on vacation but I’m just worried about the emergency hit by a bus situation. I am thinking about getting travel insurance because it will come with some medical coverage and would just be $40 for the week/peace of mind. Just have a logistics question… the travel insurances all say that they are secondary payer to any health insurance that I currently have, but MassHealth says that if you have any private insurance that MassHealth would be the secondary payer. Again I don’t foresee ever having to face this but I’m just wondering what would happen here, since both claim to be secondary payers? Could they both deny any coverage because they would claim the other insurer has to cover it first? Just a little confused… hopefully that makes sense, thanks!
