Toddler Dental Injury; Insurance says we need referral for pediatric dentist, but PCP says they can’t give us a referral for a dentist. Help!

We do not have dental insurance on our toddler (19 months) yet, because we brush regularly and our health insurance is supposed to emergency dental work. Last night she slipped and chipped her two front teeth and/or the teeth got pushed up into the gums. We took her to urgent care and the doctor said we would have to see a pediatric dentist. I asked if she could give us a referral because we have an HMO, and everything is supposed to go through the PCP, but in this case her PCP's office was closed and we were at the urgent care in the same facility (Texas Childrens). The doctor at first said she couldn't give a referral to a dentist, but after I pushed more she said she would. We left, and this morning in MyChart there is no referral. I called our Health Insurance and the representative said dental injuries on children are covered, but we need the referral from the PCP. I called her PCP office and they messaged the doctor to see about getting the referral. It's been several hours and nothing. I'm honestly expecting them to say they can't put in a referral for a dentist just like the doctor last night. But why does BCBSTx say they need one to cover it? I'm about to just go pay out of pocket but worried if the teeth are pushed into the gums, it could add up quickly. Thankfully, my child doesn't seem to be in any pain. Any advice on getting the insurance to cover this dental injury?
