Tia Healthcare/ Insurance fraud?

I joined Tia healthcare and I used their virtual services for consultation, annual physical and then once my bloodwork came in, a follow up appointment. During all 3 I had different providers. I just got my bill for the consultation and follow up appointment and they both were charged to the insurance as specialist visits. They are now asking me to pay $100 out of pocket because their agreement with my insurance is that they are specialists. Mind you their specialty is radiology and midwifery. I didn't utilize any of those services and when signing up I thought I was going to an in network care provider (PCP). My insurance is no help and Tia is dragging their feet on the situation. I was expecting to pay $60 in total. Is there someone I should complain to about this? It feels like insurance fraud. Especially since my after bloodwork consultation was 5 minutes of her saying everything is fine.
