Strategies for Handling Providers Claims Not Reaching the Insurer

I have been having the worst time with a particular claim from Quest Diagnostics reaching Tricare. Quest will only file its claim with Tricare via mail because that's their policy for secondary insurance. Quest has mailed the claim to Tricare three times. I got the Tricare and Quest on a phone call together and Tricare seems to have no idea why they aren't receiving the claim after verifying that it was mailed to the correct address and contained the correct information. As a result, I keep getting bills from Quest for over $600 for basic lab work.

As I stated on the three-way call, Quest is an in-network provider for Tricare. This is ultimately a dispute between Tricare and Quest, not with me. I don't owe any money because of their communication issues. Quest responded that they can't just wait for payment forever.

Any tips for how to proceed here? I really do not want to pay the $600 and then submit the claim myself. Tricare is awful with insured-submitted claims. And I feel strongly it's not my duty either (again, this is an in-network provider — I'm not required to submit claims myself and I shouldn't owe much of anything for this lab work).
