SSN tied to another person’s account, should I be worried?

I applied to Covered CA in January. Didn’t start getting calls about enrollment until May. I finally get around to calling the number back and it’s the San Diego office (I live in Sacramento). Operator tells me she can’t pull up my account because my SSN is tied to another person’s account. Not even my name or anything, just a totally different person but with my SSN. She tells me to call my county’s office. She makes a comment about state workers being lazy or something, implying that it’s a clerical error I guess? Idk. This was a couple weeks ago.

I finally get time to call the office in my county. Same problem, so they give me the Eligibility department number. I’ve been calling it all morning but it just keeps saying ‘busy.’ I assume because 4th of July is tomorrow?

Which brings me here. My anxiety is eating me alive. I don’t know if my identity was stolen or if it’s just a data entry mistake. I don’t know why someone would try to steal my SSN but not my name or address or anything. I have to wait until the 5th to try calling again. Does anyone have any perspective on this issue? Should I be worried? How does this person even have coverage if their SSN doesn’t match up?

I called the fraud hotline after the first call with the San Diego office and reported it but the agent who left me a message hasn’t returned my calls.
