Special Enrollment – Ohio Medicaid Screening Nightmare

Hello, I was on a student health insurance plan until mid-August. Making the apparent mistake of thinking I could get a plan to start after that date if I applied a few weeks before that expiration, in mid to late July I applied for an Obamacare plan. This got rerouted to an Ohio Medicaid screening that had to be done first, which has now been stuck with zero progress for literally over two months despite multiple attempts on my end to reach people and try to move the process along. It's been a kafkaesque nightmare and any attempts to get answers have been futile, with lots of hourlong waits on the phone only to ultimately lead nowhere. To make matters more complicated, I probably originally qualified for Medicaid when the process started and now likely no longer do; at this point, I'm eager to just get Medicaid denied and sign up for a regular Obamacare plan ASAP, I desperately want to be covered- however, this can't happen until Medicaid actually does something, which is apparently impossible.

My question is, how does this all affect the special enrollment period? Since I applied through the Marketplace first, am I already within the 60 day window of a student health plan ending? Or am I at risk of getting screwed now if any new plan wouldn't begin until 60+ days post the student health plan expiration. Any help or guidance would be much appreciated..
