Routine labs billed as Diagnostic?

My husband was diagnosed with Hereditary Hemochromatosis several years ago and has gotten bloodwork done every few months since then to make sure his iron isn't too high. He recently switched to my insurance plan (Cigna OAP), so I called Cigna before he got his bloodwork done to confirm that every test would be covered. I went through the whole list of tests with the Cigna rep, and she assured me that all the tests were covered by our plan.

Unfortunately, when we received a bill for his labwork, none of it was covered by Cigna. After spending hours on the phone with our medical facility and with Cigna, it sounds like the labs were considered diagnostic rather than preventative, and diagnostic labs are apparently not covered by our plan. The billing department says the labs were coded/billed correctly and there's nothing else they can do.

I'm confused as to why routine bloodwork for a condition my husband has had for years is considered diagnostic — does the existing diagnosis of Hemochromatosis mean that any bloodwork related to this condition will always be considered diagnostic, even when they are routine labs done every few months? It seems crazy that the tests themselves would be 100% covered if he didn't have Hemochromatosis. Any guidance would be greatly appreciated!!!
