Question – Application towards Deductible Date

Sorry for such a simple question, but I can't find an answer online. As far as application towards the deductible, does Cigna apply it based on the date of service or when they received the bill? I do not have Cigna, but my ex-wife does and it covers our kids. Cigna won't communicate with me directly since I'm not the policy holder.

My daughter had an expensive ER visit last year, on 12/26/22, and I can't get a straight answer from her on whether the costs of that visit after insurance (about $2K) was applied towards her 2022 deductible or her 2023 deductible. We've had extensive costs this year after our other child's surgery, so I need to clarify things as we split child costs 50/50.

Her deductible is $10K, and she's currently listing $11,400 in medical expenses this year, including the $2K bill from the 12/26 visit. So if it was applied based on the date of service that's a lot different than if it as applied this year, because according to the documents she sent my from Cigna, we're capped at $10K so she shouldn't be paying beyond that upwards of $11,400 so far for 2023? So confused. Shout out to my divorced friends out there addressing child costs every year!

We are in Colorado, plan is $3200 deductible in-network, and $6,800 out-of-network. Which is also confusing, since normally we always stay in-network.
