QLE for Dual Citizenship

I have a really unique situation that I'm hoping this sub can help with. I'm posting for a friend.

She is married in France. It is not legally recognized in the US. She is a US citizen with French residency through her marriage. She has never had to sign up for health insurance because she was able to have all of her healthcare covered in Europe. We are looking for a qualifying life event that will allow her to enroll in benefits before OE. Additional notes below

There is no "end of previous coverage" date because she was uninsured in the US before She is separating from her husband but there is no marriage recognition in the US – therefore, no paper trail She can't claim a move because her address hasn't changed – she has a US address and a euro address…so she moved, but she's still maintaining her US residence There is no proof of separation or divorce – paperwork won't be able to be filed for months and she had a medical event this month.
