Problem with healthcare.gov identity verification

I am having an issue with healthcare.gov identity verification process, and am wondering if anyone has insights (I tried calling helpline, they were of no use ).

While attempting to apply, I received a notification that my identity couldn’t be verified and I need to upload documents. What does not make sense to me, is that according to the documentation on healthcare.gov, this should happen after I fail to answer Experian questions, and fail to verify over the phone with Experian. I did not go through any of this process (I answered the basic demographic questions, including address and SSN, and then it immediately stated it couldn’t verify identity).

When I go to upload documents, it states it is uploaded successfully, and I will receive an update once reviewed, but nothing changes in my profile (apparently it is supposed to state pending verification). At the moment I am stuck in a loop with this, where I have uploaded my identity document many times, but no indication it is pending.

According to the website, I cannot submit an application until this is resolved, so at this stage I will be without coverage for the month of May, and therefore am very much hoping to resolve ASAP. Any insights would be appreciated.
