Primary vs. secondary insurance

I am currently 37w+1d pregnant. I was told by the office worker while registering at the memorial hospital (blue shield) that I am not able to deliver at that hospital due to Kaiser being my primary insurance. He claimed I would be 100% liable for the cost of the delivery if I went to that hospital. (Background…. I am insured through blue shield through my dad [secondary insurance] and insured with Kaiser though my work [primary insurance] I have been using my secondary insurance blue shield and going to their covered hospital for every check up and ultrasound since I found out I was pregnant with no billing issue whatsoever) I really do not want to have to go to Kaiser for delivery due to the fact that it is a new insurance through my work and I have yet to even see a single doctor there. Is it true that if I deliver at a memorial hospital and not a Kaiser hospital I will be liable for the cost even if I am covered through both insurances? My eye has not stopped twitching since he told me this.
