Plan administrator won’t give me my full EOC

I work for a large company that has a self funded BCBS of Illinois PPO plan. I have complex health issues and need access to my full plan documents and complete evidence of coverage in order to determine what will be covered/excluded. I have spent hours on the phone with our plans administrator trying to get these documents, all they will give me is the plan summary. On market place plans you can read the full plan benefits online without even enrolling in the plan, this is a plan I am enrolled in and pay monthly premiums for I feel I am definitely entitled to these documents so I can understand what’s covered/not covered and decide if I want to change to a different plan. Everyone I speak to in the phone acts like this information is impossible to get but obviously someone has to have a copy of it, how else would they process claims and determine what to cover? My employer has not been able to get me this information either, they said they have to reach out to corporate headquarters to see if they can provide it. It seems crazy to me that it is this difficult to get this document. Past employers/insurance providers just emailed it over without issue. Does anyone know how I can go about getting this information? I really need it asap
