Parents emigrating to California on a Green Card

My parents (mid-70's) are due to emigrate to California from Europe. I have some understanding of health insurance, but I have never purchased any privately.

Some helpful details: They have never lived/worked in the US. They will be here on a citizen sponsored green card. They have some savings and pension (not sure what thresholds matter).

Is getting insurance as straightforward as going to https://www.coveredca.com/ ? My searches on that site are showing between $10k and potentially up to $50k per year. I understand it would be cheaper to age in place, but for other reasons, this is a better option.

Looking for advice on a couple of front:

1) What is the best way to get them health insurance, and when can I apply (i.e. to get it on day 1 of them arriving)

2) How do you find insurance experts to speak to, I'd be happy to pay for a consultation to get everything right
