Paid for COBRA but insurance is MIA

So I was laid off in May and elected to continue with COBRA. At the end of July my old employeer went through open enrollment and switched providers. With very short notice, I enrolled on their new plan (and paid for it!) with coverage supposedly starting on August 1st.

Well, August is more than half over and I still have no coverage. The plan is with Anthem and they have no info for me in their system. I contacted the COBRA admin and they said the forms were submitted by them on the last day of July and they resubmitted them again last week. They told me they are currently waiting for some sort of issue between the broker and/or my former HR department and Anthem to be resolved.

So this is pretty bad, I'm on medication that is very expensive so it requires preauth and my treatment is now late. Do I have any recourse here or any way to speed things up? I've made lots of calls to both Anthem and my COBRA admin and have gotten nowhere.
