NY State of Health Plan Selection

We have been trying to get our son health insurance through Child Health Plus since December when he was born. We originally went through a broker for BCBS but they ran into a “technical issue” that persisted with a repeat submission of our application and told us to try again in a few days. We did and received a letter notifying us that we qualify and to select a plan by February 20th to have his coverage effective from December.

The problem is continued issues with the website, which is the only option for applications – mail, email, etc. are not accepted – which has this message on the plan selection page: “There is some issue in recent application processing. Pls Call 1-855-355-5777 for any further detail on your application status.”

The only option then is to return to the dashboard. Despite the message on the site, calling the above number and speaking with a rep goes nowhere. If you ask them directly whether they’ve seen this issue, they’ll say “this is the first time I’m seeing it today.” They claim it’s a technical issue that has to be fixed by their IT department. After 5 different calls to their helpline we finally got someone to submit a ticket for us, but of course haven’t heard anything since.

I can’t enroll my son in my insurance at work anymore because of this and we can no longer take him to his pediatrician until we get insurance. Now the deadline is a week away and we’re faced with the prospect of having to pay for his post-delivery care completely out of pocket (at least $10k) plus another $1k in medical expenses since he came home.

My question is: has anyone else dealt with this with NY State of Health? Google found me one other thread but their issue resolved seemingly without a real explanation. If you have dealt with this, did they still retro your plan to the date it was supposed to start originally after resolution? I cannot imagine this issue is just us but it feels that way. It’s insane to me that a statewide health insurance marketplace would have a technical issue that makes it so you can’t get insurance and go unresolved for 2 months.

Any help or ideas on how to resolve this soon are appreciated. Thanks for reading my wall of text!

ETA: I’m 31, we live in NY, gross household income last year was approximately $95,000. Insurance is for our 2 month old.
