NSA Eligible? $2k facilities fee at in network specialist w/ referral

I'm trying to help my girlfriend figure out her options here. Basically, her primary care physician referred her to an in-network allergist within the same healthcare system (Rush in Chicago). They told her she should be tested to see if her childhood penicillin allergy was still a factor.

So she goes to the referred doctor in the same hospital system. Beforehand, had checked her coverage terms. She has Blue Cross IL – Blue Choice Select PPOSM , which specifically says it covers allergy testing and says allergy testing and allergy shots (She didn't get any shots, just the normal skin scratch test).

Soon after, she gets an alert from Blue Cross saying she owes more than $2,000 for the allergy tests. Assuming it was some kind of coding error, she submitted an internal appeal to Blue Cross two weeks ago.

Today, she received a call from someone at the hospital saying that the $2,000 bill is a facilities fee and would never be covered by insurance. But on the EoB letter she got in the mail weeks ago says the charge is for allergy testing services.

Is this uniquely confusing or is it just me? And does anyone know if the No Surprises Act or anything similar would help to resolve it?
