NJ Medicaid/Horizon Problem with Newborn

Due to pregnancy, I was bumped from ACA to Medicaid this year. The Medicaid coverage was applied retroactively from Jan 1st to June 1st, after which NJ Family Care had me opt in for a plan, and I chose Horizon.

Here's where things go awry.

On May 27th, I gave birth. When I reached out to NJ Family Care to ask how to cover my newborn's appointments, they told me to use my personal Horizon insurance card for my child in the first 60 days, and that he is automatically covered under my current Horizon policy. His first check up was on June 1, and he's had 4 appointments since.

This week, the doctors office called me today saying Horizon declined all claims. When I called to inquire, Horizon said that because my child was born 3 days before I was on their plan (my plan became active on June 1, I was on straight Medicaid when I gave birth), he is actually not eligible to be covered by Horizon at all. They told me to call Nj Family Care.

When I call NJ Family Care/Medicaid, they say my infant is in cue for approval for Medicaid, and that the approval can take months to process. They continue to tell me to use Horizon for his care, even though it is clearly getting rejected.

In essence, he appears to have no coverage at all.

Does anyone have any advice for what to do? I feel like no one is taking responsibility for his health coverage, and the bills are stacking up.
