Newborn care – insurance refusing to cover preventative care because it was performed in a hospital. Also won’t run bills through mother’s plan?

Is this allowed? We were under the impression that all preventative care would be covered under the ACA, but Aetna is saying that they won’t cover the preventative care because it was performed in a hospital, not a pediatrician.

Second, Aetna told us that as long as we enrolled our daughter in a plan within 30 days, her hospital bills from the first 30 days would be covered under my plan automatically as her mother. Now they’re saying that because we put her on my husband’s plan, not mine, even though it was done within 30 days, her bills from her first 30 days can’t be covered under my plan. Is this accurate? Everything we can find seems to indicate that a newborn’s bills should be covered under the mother’s plan, but I haven’t seen anything specifying this is only the case if the newborn is permanently added to the mother’s plan moving forward.

Any guidance would be helpful. We’ve been trying to navigate this for months now.
