New "brand name fee" raises my prescription cost to near uninsured price

So Regence BCBS Oregon has tacked on a brand name prescription FEE for one of my meds which is still wildly inconsistent in its generic form, and which my endocrinologist has deemed brand necessary. I've been taking it for decades and it's always been a little more than generic but affordable with insurance.
And since this charge is classified as a fee or penalty, doesn't go towards out of pocket or deductible or any of that. That's going to add hundreds of dollars to my annual health spending (and I don't know if it's something I can claim on taxes next year.)
(CSR helpfully said "well your copay is the same as last year" yeah, except for the #!$%@ FEE which is three times the copay.) I paid $28 for a tier 4 brand drug last year and now my cost is over $100.
I cannot find any mention of this change in the materials I read when I was choosing a plan.
