Need help/advice with insurance options for my mother.

My mom means a lot to me and I really try to help her out in any way I can, and lately her monthly premium has just been a lot for her. She currently has Kaiser Permanente (we are located in So-Cal). Her premium is like $630/mo. Some additional facts are needed though. She is widowed. She is also a type 1 diabetic. Additionally, before my father passed, they adopted 4 children together, 2 of which require special needs. Now, I know she does get income from this, but this is her only source. I believe my siblings are covered under separate insurances. All of this to say she admittedly has a lot on her plate and I hate to see her struggle financially with bills every month. Considering her diabetes, I am ultimately looking to see if there are recommendations for better, cost effective health insurance plans that would suit her needs. Or, is she just expected to be paying a lot? Is that amount even considered a lot? I would imagine it is, but I don’t know what specific plan she has. I work in auto insurance so I am not really too versed on the health insurance side and I am just looking for any advice. Thank you.
