My husband was required to give me authorization to discuss our son’s policy?

I (female) researched, chose, and now pay for our 2 y/o son's health insurance that he shares with me. I called our insurance provider because they're ridiculous about charged more for his share of the monthly premium than usual, and the person on the phone made a weird comment about me being in Texas and said he had to check to make sure I was authorized to discuss my son's policy. I figured since I'm the only one who has ever had anything to do with my son's policy and that I'm also on the policy, I would be authorized, but surprisingly my husband was the only one authorized. I had to give the phone to my husband so he could tell the employee that I had permission to receive information about our son's policy.

With Texas's intention of taking women's rights back to the 15th century and considering I'm on the policy too, was this some weird new rule that husbands/fathers have to give wives/mothers permission to be involved in their children's insurance information?
