Moving to a different state so that I can get Medicaid to cover this hernia surgery I desperately need

So I was living in Washington state until about 4 months ago, I decided to move back to Florida to be closer to family. While living in Washington, they made it remarkably easy to acquire health insurance. It was literally as simple as a 10 minute phone call once I moved there.

Now that I'm in Florida, however, I was pretty disappointed to find that it's virtually impossible for someone in my situation (38yo single male, not disabled but also currently unemployed and technically homeless) to get any sort of assistance in Florida. Apparently it's one of 11 states that refused Medicaid expansion and the federal funding to do so…

I'm really in a bind now, because I have a hernia that's gotten progressively worse over the past 6 months.. to the point that even though I am absolutely willing and desire to work, I'm in so much pain that some days I can't even be on my feet without excruciating pain. So obviously I need to get this surgery done, and I have no money saved up to pay for it, nor do I qualify for Medicaid here.

So I was thinking of moving back to Washington, specifically to get back on Medicaid so that I can get this taken care of. The only problem is, I have nowhere to go in Washington. I would be arriving straight off the bus and onto the streets. Which is not ideal, to say the least.

I was thinking about another option, though. I have family in Kentucky that I could also live with. But I'm not sure how difficult it is to get Medicaid in that state? I'm doing some Google searching to try and find out, but thought it might help to make this post, in case anyone has any advice or insight for my situation.
