Moving states and transitional housing

We have okay-ish insurance through my husband’s job. At the end of summer he will be quitting that job so we can move back to our hometown in a different state. In our new home we will use marketplace insurance as we will both work in our own business, but we won’t qualify for subsidies.

A few issues that have me worried, since we have a lot of medical needs and multiple monthly prescriptions: I am guessing he can elect COBRA to cover that month after quitting his job, when we are still in State A packing up and moving. But when we get to our new state, will the COBRA coverage be specific to the previous state and everything is now out of network? Unfortunately we will have to bounce around hotels/ air bnbs for a week or two as our house will not be ready until a couple of weeks after we arrive. We own the house already but it is tenant-occupied and they have been a pain about sending back any mail that arrives addressed to us. So I know the easiest move is to apply for marketplace insurance using the address we intend to live at. But I am afraid if mail arrives there before tenants move out, that they will return it to sender and the marketplace will suspect fraud. What is my best option? Keep COBRA until we are at the permanent address even if it is $$$$ and won’t cover anything?
