Mother wants to use child’s address to keep health insurance. Any risk involved for child?

My mother and sibling live 20 minutes from each other, just outside Charlotte, but in two separate states (NC and SC). When my mother first moved near my sibling, she was living in NC. My mother does not work, so she obtained health insurance through the NC marketplace. My mother has a lot of health issues so she established care with several doctors / specialists in the Charlotte area upon moving. After a few months my mother moved to a more affordable town, but in SC. From what we all understand, she must now obtain SC marketplace insurance and find all new doctors / specialists. This is proving to be very difficult for her, as there are very few doctors that accept the insurance she can afford, as there are only super small towns in the surrounding area, she’s on a fixed income, and SC marketplace seems to be much more expensive than NC.

My questions are, if my mother uses my sibling’s address to keep her NC health insurance (with or without my sibling’s knowledge), are there any repercussions for my sibling? What repercussions would my mother face if caught? I wouldn’t put it past my mother to do this without my sibling’s permission. Also, are there any other options that allow my mother to keep her current insurance and providers?
