Mom’s COBRA is ending – looking for a but of advice

My dad passed away about three years ago and my mom (61), who has some medical issues and expensive prescriptions, has been on COBRA ever since. It expires at the end of this month and my dad's former employer is not willing to extend it.

She has no income – luckily they were financially responsible and well prepared for retirement, and also had a hefty life insurance policy that will cover her living expenses until she can claim social security and draw on the retirement funds.

My understanding is that she can pursue health insurance through the marketplace, or can go to insurance companies directly for off-market coverage.

The amount of insurers and plans is overwhelming and most of them look very expensive with high deductibles. She needs to find coverage until she is eligible for Medicare in a few years without paying $30k/year in premiums and deductibles if possible. Any guidance on where to start or how to narrow options down would be greatly appreciated.
