Medicaid coverage (NY) unexpectedly got extended another year, though we do not qualify (based on income). Any of you had the same experience? Any risk of this leading to trouble down the road?

TLDR: Wife’s Medicaid (NY) coverage was extended by a year for the second time, though we haven’t qualified for more than a year. Has this happened to any of you? Could it lead to trouble in the future?

Context:

My wife has had (free) medicaid coverage since she moved to NY a few years ago (upstate, not NYC). Our income is currently too high to qualify for medicaid anymore. However, the NYState of Health website says her coverage lasts until 12/31/2023, a year longer than we expected.

The Eligibility page says: “You are no longer eligible for Medicaid. However we will continue your Medicaid coverage. This is because certain individuals determined eligible for Medicaid remain eligible for benefits for twelve continuous months from the date that they were determined eligible.”

The same exact thing happened last year, where we expected her coverage to end, but it was extended another year. I’ve called NYS multiple times, and each time they confirm: “yes, her coverage is until the end of 2023.” I updated the application to match our current situation, and it still says the same. In fact, when updating the appplication, there isn’t even an option to remove her from medicaid at all.

Question: Has something similar happened to any of you? Is this just something (really great) that happens, or is there a chance it will lead to trouble down the road, where NY state might come back on their current decision and require us to pay them back?
