Hoping someone can help me understand if I can apply to medi-cal without penalty for having nop income to report.

Here is a summary of my situation: I left my September 2022 that provided me health insurance. During the year 2022 I made approx. 32K gross income (before tax). After September of 2022 up until present day, I am self employed by caregiving here and there and without a W2 or 1099. I am seeking Medi-cal for some symptoms I am experiencing which I would like to be followed by a primary doctor. I cannot afford an individual health care plan with the amount I make, but also cannot provide payment statements for the reasons above.

Does anybody understand how I am to report income based off my lack of documentation since Sept. 2022 and will the fact that my last reported income was over the qualifying amount of $20k for 2022 disqualify me?
