Looking for best insurance for transgender care, considering Cigna?

I am in the middle of applying for insurance, and I think I found a good plan, but I’m worried about whether it will cover what I need it to cover. I am transgender and looking at top surgery for the upcoming year, so the cheapest option I have is a rather expensive plan which makes me so much more wary of having it not work out.

I am in MO, and looking at Cigna Connect 0-4A, ID 74483MO0040015. I was told by my surgeon to make sure it has no exclusions for gender identity and that it would cover CPT 19303 and 19350. I tried calling and was told that they cover them if “medically necessary”.

I am assuming that this means that it covers it, just with the usual hoops insurance requires, but I don’t want to make this choice on a bad assumption or on bad information I got verbally over the phone. I’m planning on calling again to see if I can get a more thorough answer, but I also usually have better luck on Reddit (ya’ll are awesome!).

Also, I’m not unwilling to look at other plans or companies if Cigna isn’t great for transgender healthcare or another company might be better!
