Laid off from job – seeking best option for insurance in Pennsylvania

My non-married domestic partner (35M) and I (35F) just both lost our jobs around the same time. We each were on our own employer insurance and we both will lose the insurance at the end of August.

We have a 10 month old daughter who is on my partner's insurance.

We reside in Pennsylvania.

We earn ~15K per year from a side business (rental property).

I am looking for some guidance, if anyone has experience with what to do here and these specific questions:

When it comes to qualifying for certain plans (e.g. CHIP for our daughter, Medicaid, etc.), what are the income guidelines based on? Are they based on future expected earnings or something from the past like list years tax return? I ask, because last year's tax return will show that we had income since we hadn't lost our jobs yet. But moving forward we will not have a regular income beyond the side business. Does it always make sense to all be on the same plan or would us being on separate plans make sense depending on our situation?

Any other advice you can offer about the best route to go or things to look in to, I'd be happy to hear it!
