Is this legal? My employer will not tell me the cost of my insurance policy

I enrolled my partner in my health insurance and because we are not married I had to file the domestic partnership forms. We've been together 10 years, it's not a problem to file domestic partnership. In New York, we have to pay a massive tax I guess for the insurance.

Baseline the insurance is $200 each. $400 total. But it looks like I am being charged an extra $800 on my paycheck for the taxes. HR warned me that there would be taxes and said to reach out to the insurance broker to ask how much the taxes would be.

I asked the insurance broker how much the taxes would be they said that is a question for my company's payroll. My payroll department says they can't calculate this. I said I can't make sense of my paycheck, It looks like I'm almost paying $1000 for health insurance. There's not a single line item for "tax" it's like all these acronyms. They are being incredibly evasive and pushing me off on HR and the insurance broker.

Where can I find my rights on this? This can't be legal.
