Is there travel health insurance that will cover new pre-existing conditions in the US?

A elderly family member got a bone fracture two weeks into their time in the US. They came without travel insurance (big facepalm, I know), and now I’m scrambling to find insurance options that will cover them as they get treatment. Age 80, staying in California.

Allianz Global Assistance came up first when Googling, but it sounds like there’s some rules around pre-existing conditions that would make us ineligible (coverage starting too long after trip was purchased). Genki Explorer doesn’t cover pre-existing conditions that began within 6 months of starting the policy. Still Googling, but I found this community in the process and thought to ask.

Is there a travel health insurance plan we can get this person on? Are we doomed to pay out of pocket? Any suggestions?

Do we send this person home (India) so they can be treated there? (They can’t travel unaccompanied, and a trip across the Atlantic isn’t cheap. But if that’s our best option, we’ll consider it.)

(I’m not sure what expenses would look like. Covering doctors’ visits out of pocket is doable, but surgeries or other procedures, less so.)
