Is there any way to expedite out-of-state provider enrollment for medicaid (Virginia -> Minnesota).

My 3 month old daughter was diagnosed with a rare, genetic disorder known as MPS-1 and requires a stem cell transplant ASAP (most effective would be before she’s 1 year old, if not sooner) to improve her quality of life and lengthen her projected lifespan. We live in Virginia and are on medicaid for insurance, but we have to go out of state for the transplant as there is nowhere here that does it. We were referred to a hospital in North Carolina originally and had no issues with insurance, but we have some issues with their standard of care and have instead opted to want to have her be seen in Minnesota (where there are providers who actually specialize in her rare disorder). On top of that, there will be a clinical trial running which we are set to enroll in there, but we still need insurance on file in order to do so.

Unfortunately, the hospital in Minnesota is not “enrolled” in Virginia medicaid, and thus any pre-auths that go through as accepted as essentially just false promises and thus the hospital won’t do anything until after we get the hospital/all providers she’d have to see enrolled. We were quoted at least 6 months before this would be possible and we’d be ready to go.

My question is, is there ANY way we can expedite this enrollment period? Are there any laws regarding how many days they’re allowed to take to enroll providers, especially with something medically necessary and urgent being thrown into the mix?
