Is redlining a thing in healthcare?

hello all,

was just dealing with my father health insurance and he wanted to go from HMO to PPO because he wasn't satified with how the process with the HMO was going and how long it took but none the less he requested with his insurance provider (anthem) that he wanted to be a PPO member and they asked his zip code and denied him because his zip code isn't eligible for PPO?

isn't this redlining or in a form of redlining? i would assume if the client is able to pay and able to get to the location that has the doctors that take that insurance it wouldn't be an issue? why is he being denied because of his zip code if they have PPO locations that aren't far but aren't in his zip code yet they can send him out of his Zip code for HMO visits?
i'm confused and really debating if i should hire a lawyer regarding this because this is pretty absurd to deny someone HEALTH coverage over a zip code if everything else checks out…
