Is Dominion National Dental Insurance just straight up bad?

I got dental insurance through my state’s marketplace at the beginning of this year and spent a solid day calling around to dentists and asking if they were in network for a basic cleaning. I found one, but (as I just learned from the EOB I received!) they were in a neighboring state, so I guess they were technically out of network for my plan. It did not help that Dominion National’s website was so makeshift I could barely look anything up.

However, looking at the explanation of benefits, it doesn’t really seem like the coverage is the worst thing but instead it’s the “allowed amount” that insurance determines. I don’t know why the allowed amount for prophylaxis would only be $57.00 and for an oral evaluation only $48.00.

I will probably go to another insurance shortly. I guess my main question is, why is this insurance like this, is all dental insurance like this, and how do I decrease my dental bill? Thank you in advance; I am already feeling burnt out about this.
