Insurance through employer problems

I currently have health insurance through my employer and had a baby early this year so I did a change of life event to add my child. It’s been two months and I still cannot use his insurance that I had selected. When we tried to get his two month vaccines is when his pediatrician told us he isn’t coming up under the insurance.

We contacted the insurance provider and they said they received my change of life plans but they are waiting for a confirmation from my employer and to talk to them. When I did, my supervisor and boss have both told me to contact HR. We did contact HR, via email because that is they only form of contact. They have simply just not responded.

We ended up getting health insurance through the state since we will need to do daycare and my maternity leave is about to end and he needs his vaccines to be able to enroll in daycare. I now want to cancel my existing and updated plan through my employer and they said I would have to talk to Hr about that as well. I don’t want to pay for a plan we can’t even use. But from what I see, it’s not deducting money from my paychecks for the updated version.

What can I do? I’ve emailed Hr with no response, they say HR doesn’t have a phone number. Do I just wait to hear a response?
