Insurance for Out of State Low Income College Student

I am really frustrated and making this post as a last resort to seek help about my current situation.

I (19F) am a first generation low income college student from Texas attending university out of state (DC) and I need cheap (at least less that $1k) health insurance that provides coverage in DC because my university requires it. The issue is the insurance offered through my university is $2.5k, and this is out of my price range considering I also have 3k of tuition to pay (that wasn't covered by my extensive financial aid).

I have done a lot of research trying to solve this problem on my own, but the main issue I am running into is that I am not a resident of DC so I don't qualify for Obamacare there. In addition to this, another issue I have run into is that I am claimed as a dependent on my parents' taxes. (Side Note: I am not on my parents' insurance because only 1 of them works and it would be an additional $3k to add me to their plan because beforehand as a minor I was on Medicaid).

ANY help/advice is really appreciated. As a first generation college student there is no one on my personal life I can really turn to for guidance about any of this. I have been working two part time jobs all summer to afford tuition and school supplies. I am really at the end of my rope and don't know what to do.
