Indigent brother in law waiting for insurance (or government assistance). Just came out of coma after severe head injury. Half of his skull is removed, hooked up to tubes, Pneumonia, C. Diff, etc. Hospital wants to discharge to someone’s house while waiting for benefits. Is this legal?

Hello everyone, hopefully this is a good place to post this. If not, please direct me elsewhere!

As the title states, my brother in law was using an electric scooter late at night (most likely inebriated) and wiped out. He was brought in and quickly put into an induced coma due to the swelling of his brain. While under he had additional complications (Pneumonia, C. Diff Infection) and might have to undergo removal of some of his large intestine. As stated also, he has zero insurance. This guy is basically homeless. He is getting decent care but we couldn’t even track down an ID for him. So while the social workers are dealing with all of this, they told us that it could take several months to get granted benefits (I think this would be medicare? medicaid?). They want to discharge him to someones house while waiting. The dude has half of his skull concave right now while waiting for him to heal before putting it back together.

If this is the right place for these questions, maybe you can advise on the following:

Is there some sort of rules that anyone knows about people without insurance, and what type of care they are given? I know the tax payer ultimately fronts the bill (or the hospital eats it)

If there is no house for him to go, where would they put him?

What do they do with people who have no family or anyone to talk to? no information on the patient, etc?
