Incorrect charge is small but very frustrating. Any regulatory or other agency I can report too?

Long story short: Cigna accidentally billed me for a telehealth visit that didn’t occur. I was billed a $55.00 co-pay which automatically comes out of my HSA.

I spent about an hour on the phone with Cigna. I had to bring the telehealth company on the line. After much discussion, there was no doubt in the Cigna agents mind that this was indeed an error on their behalf. I was told all would be resolved, given a “interaction number” for the call, promised a letter within 10 business days. It’s now a month later, no letter received, the charge is still on my account.

I never received the letter, and it’s hard for me to imagine that there’s any way it won’t take at least another 1-2 hours of calls to clear this up.

For me, my time is worth more than the value of getting the $55.00 refunded. But the whole principal that it’s on ME to spend hours of my time to fix a mistake that the insurance company knows is wrong is very frustrating. Is there some regulatory agency or something else that I might be able to report this too (again, without having to devote hours of time…) that would at least give me some satisfaction 😈?
