In-Network v. Out of Network Deductibles and Out of Pocket Max – Silly Question on Plan Progress

I am shopping for a new health plan for the first time in decades. My current plan does something I found interesting, and I want to make sure that it is standard across all plans. The plan works as follows:

In-Network Deductible – $1000

Out of Network Deductible -$2000

In-Network Out Of Pocket Max – $3000

Out of Network Out of Pocket Max – $6000

But, and this is my question, medical expenses in-network also count as progress on the out-of-network deductibles and max. So, if incur a $250 expense in-network on day 1 of my plan, I only have $1,750 to go to satisfy my out-of-network deductible. Now, this make some economic sense. The plan would never want to get to a point where I have an incentive to use out of network care, and that could happen for me if for some reason I needed to use up the out of network deductibles and max.

But I can't find a description of this way of handling plan progress anywhere online or in the insurance term sheets. Is this standard across the industry? Is this written down anywhere?
