I think I have insurance, but I’m not sure?

So, I started a new job and signed up for health insurance through Regence Blue Shield. I was told my insurance would start on May 1st, but I didn't receive any membership information on that day. I wasn't too worried, I assumed that my member ID information and whatnot would be snail-mailed to me after some paperwork was processed.

Fast-forward to June 22nd- I had to leave work to go to an urgent care due to vertigo from what turned out to be an ear infection. I called the Association of Washington Cities, the middle man between my employer and Regence. They told me that they had not processed the paperwork yet, but when they did, they would back-date it so that my visit would be covered. Seemed weird to me, but whatever.

On July 3rd, I received an email from Regence to set up my account. However, in order to set up the account, I need my Member ID and Group Number. I don't have any of those things. I assumed they would be mailed to me, so I waited to see if the would arrive in my mailbox. Two weeks later, they have not arrived.

Is this normal? Do I have to do something no one told me about to get my ID number? I've never had health insurance before and don't know what's a reasonable expectation.
