HRA limitations for my future spouse?

Hi everyone. I’m on mobile so apologies for any potential bad formating.

My fiancé and I will be getting married in a few months and, since this is a Qualifying Life Event, we are going to use this opportunity to drop her insurance so she can get covered under mine going forward.

Here is some context: We both work for the same employer. She’s been electing to take the low deductible plan with an employer-funded $2000/year HRA, and I’ve been taking the high deductible plan that also has an employer-funded $2000/year HRA. She goes through her $2000/year much faster than me due to using it to purchase contact lens, more doctors visits, Rx refills, etc. I however hardly go through my $2000 and have accrued a nice chunk of funds in my account because whatever isn’t spent by Dec. 31st, it rolls over to the following year.

Now, when we get married, the plan is for her to drop her medical insurance and then be added as a dependent on my plan. I want her to be able to freely access all of the funds in my HRA account. After a few back-and-forth conversations with our HR person, they don’t believe that my fiancé will be able to access or use any of MY previously accrued funds from MY HRA account, and will only be able to access future funds accrued come January 1st, 2025 when we start the new year.

Does this sound right? I would have assumed she’d have free use of the HRA because she is a literal dependent on the plan. Any advice would be greatly appreciated, and thank you in advance!
