How to Apply for Medicaid in WV with zero income?

Help for Relative: Male (45) in eastern WV who is unemployable and unable to qualify for Medicaid.

Male is ex-felon, non-violent, partially blind and cannot find employment. Lives in a 150 yr old mortgage-free home (in need of repair), has a roommate who pays for all utilities and food. Roomie moving out, homeowner needs financial and medical assistance. Where do I even begin to help him?

He hasn't filed a tax return in years because he has no income. At all. Last W-2 was 2019 for $6k. Has been applying for aid since then and application is always in limbo bc they need "more info" (i.e. work history, W-2) and has been in a waiting loop. Trying to get determination for fully blind status as only 20% vision remains in the one working eye, but doc appt isn't until June where we hope to get a letter to submit with his medicaid application.

Anyone have any experience in navigating the system and could point me where to start? Also has terrible alcohol addiction issue that we hope to address once we get some medical insurance. I truly have no idea how to help him or where to begin; would appreciate any info whatsoever. Thanks!
